I wouldn't be too sure of that. The devs have said they will not do level scaling like Oblivion, but they will make it more similar to Morrowind. The only thing I found boggling was that Morrowind almost had the same level scaling as Oblivion.
I don't want to offend you Arkk, but how could you enjoy Oblivion, Bethesda ran out of ideas halfway through Morrowind. Oblivion only had 2 quest/mission types, Be Brown Boy and Search-and-Destroy.

Did it? I didn't notice...
Aside from the Assassains in the assassain's quest in the expansion anyway. Which made starting a new game annoying... as before you were properly leveled up you'd get attacked by annoying losers every other time you rested.

If you open up the Morrowind game editor it becomes abundantly clear there is level scaling. Almost every monster in the world has is a place holder for a randomly generated creature based on your level, also all the lute in caves is also randomly generated based on your level. The easiest way to get grand soul gems is to go cave hopping at a high level, ever wonder why that was.
