It's a shame, but it's not a surprise. Board partners have already produced those cards and I'm sure AMD didn't want to get into more troubles with them after the whole pricing surprise of the 9070 cards.
The best we can hope for is that the 8GB model is cheap and that it vanishes from the shelves soon, leaving only the 16GB cards available.

Given what we've seen with the desktop cards, I would touch that workstation card.
