Each SPE runs similar to a stream processor versus a symmetric core. The main PPE core is based on the PPC core but overall the rest of the chip is not. The Xenon is just a PPC with three PPC cores. Its like comparing a Core 2 Duo and a Core 2 Quad. Whats the difference? Basically nothing but to more symmetric cores. Epic having experience coding a PPC versus a GPCPU thanks to past Mac game development meaning they had a leg up with coding for it.

Obviously, one of the main reasons Microsoft choose the processor they did was because it was a more conventional design and developers would feel more comfortable with it ... and this may have resulted in having a "leg-up" when developing for it.
At the same time, after teams of the most talented and experienced software developers have worked with a processor for 3 years it is about time to admit that the developers are close to the real world maximum of what can actually be achieved on the PS3.
