Stick of Truth by far for me! I much preferred the turn-based combat and I thought the writing was much better and funnier.
Fractured But Whole had arguably better gameplay, but I much prefer the more simplicity Stick of Truth offers. I was just cruising through South Park in a way I never had before and all the callbacks to the earlier seasons, which is when I thought the show was best, was great to experience.
You really can't go wrong with either game though.
