Is Valve able to distinguish what device you are using to access Steam to be able to block it?

I'm not a PC gamer, so I'm unfamiliar with how this works.

Edit: Secondly, would Valve just block it out of the goodness of their heart, or would they want monetary compensation for each game?

Yeah, they collect certain data to see how you’re using Steam to ensure you’re not using any sort of malicious means. They would most likely scan what OS you’re using to access Steam. If the heavy rumor turns out to be true.

Valve would certainly not do it out of the goodness of their heart lol. They’ve adjusted things based off country’s blocking loot boxes or when Sony enforced PSN requirements in games where Steam operates but PlayStation does not.

Blocking games from specific devices would be a first though lol

It would be also the first time that an xbox device has steam integrated lol and no it wouldn't be out of goodness, it would be business. If the Steam business evolves the terms and conditions with publishers/developers should also evolve.
