No game really requires RT. It's still mostly a nice-to-have, though many games get much more benefit from it than others now.
You'd be better asking this question in about ~36 hours once the 9070 cards actually appear in the real world and we get to see actual prices. But from current speculation the 9070XT is roughly the same performance as the 5070Ti and could be only two thirds of the price. It only really falls behind in RT performance but they've supposedly closed the gap this generation. The 9070 could actually be a fair bit better than the 5070 and even though they have the same MSRP will probably still be cheaper on the shelves.
So if you're looking for the immediate future AMD hands down, probably. We'll see. Just remember that AMD always runs more hot, so if you were aiming at a 750W build you should probably go up to 850W (for the 9070XT).
Right now Nvidia are on drugs or something.
Edit: If the prices and stock are still this bad after all the cards have launched, just wait 6 months.
