Yes, just like VRR was before it.
It started with the PS3/360. Upscaling to 'fill the gap'. Can't optimize / reach the target framerate, lower render resolution.

Lots of PS3/360 titles upscaled from sub 720p while hiding scaling artifacts under a lot of blur.
I guess PS4 was the high fidelity generation... for 1080p TVs anyway.
The chase for 4K has ironically only lowered render resolutions...
Predictable since higher resolutions (or rather bigger screen size) demand higher fps. While the consumer still demands next-gen graphics. Increase resolution + Increase FPS + Increase detail + Next-gen lighting + Ray traced reflections, it's asking too much of the smaller hardware jumps we get nowadays.
