What's weird about this is that the delay is rather short, only a month. Surely that's not enough time to fix a hardware level problem, leaving it to the BIOS or microcode for those cards not doing what it's supposed to do. Right?

I'd keep my expectations in check. While it's true that AMD has had far more time to prepare for launch, they are notoriously known for having low stock at launch. And given that their cards are also done in China like Nvidia, they've also been affected by the Luna New Year closure of factories.
In short, AMD may have more supply than Nvidia at launch, but it may not last as much as we think.
