yea it is more than likely due to longer development time, but when a game comes out later on PS3 and it's better many people say they are using the PS3's power.

Tim Sweeney, the lead programmer for the Unreal technology and one of the best 3D engine programmers in history, has stated that there are some things that can be done efficiently on the Cell's SPEs and some things that can't efficiently be done on the Cell's SPEs.

When GPUs first came out, he talked about the usefulness of a good general purpose CPU.  For game engines, general purpose time is a necessity, and the 360 has more than the PS3.  That the main reason why most games look and run better on the 360.

Mike Acton, an expert on the Cell stated everything which runs on the PPE (the equivalent of a 360 core) can be done better by the Cell's SPEs. Tim Sweeney is not enough of an expert on the Cell, else he wouldn't have needed Sony to help them considerably.

Sweeney is an expert with regard PC game engine development.

Naughty Dog: "At Naughty Dog, we're pretty sure we should be able to see leaps between games on the PS3 that are even bigger than they were on the PS2."
