Russia is "closely monitoring" Trump’s rhetoric on Ukraine and is open to dialogue, but has received no signals from Washington, says Russia’s UN envoy Nebenzya.

He also warned that any peacekeeping force sent to Ukraine without a UN mandate would be a "legitimate target" for Russian troops.
