Trump is talking about Tarrifs of 25%-100% (on chips). 
He wants to try and force, chip makers to build plants in the USA, by way of high tarrifs.

These chips used in consols, going from say 150$ -> 300$, would end up as a "cost" paid by consumers in the USA.
So the next xbox, could likely be upto 999$ (if 100% tarrifs on chips is real), and it has to be more powerfull than PS5pro.
(and xbox choose not to sell hardware at loss, or maybe a small profit).
