Nope, it's a new Mario Kart. Notice the more chibi Mario design and movie Donkey Kong.

Well it just looks very much like Mario Kart 8 visually. Possibly it's just built on-top of that than built from the ground up. It doesn't look like a big change from the very little we see here.
