Highly unlikely that Putin steps one foot into Switzerland anyway even with a promise not to arrest him (and they clearly won't arrest him), which makes Switzerland's offer all the more pathetic because they've exposed themselves as another country not giving a damn about the ICC for nothing because cowardly Putin isn't leaving for any country except firm allies of Russia so all we see is Switzerland desperate to return to business as usual with Russia because the neutral country is desperate for blood money.
