They should grant amnesty... but not quite for the entire duration of his stay there, so they can arrest him while he's in the country.

His minions know that so no chance. Since Switzerland is entirely surrounded by Nato countries, Nato could hijack the plane when it leaves Swiss airspace. Probably legal but noone has the guts to do something like that.
