And yeah, Switzerland is legally obliged to arrest Putin if he lands in Switzerland. But that's the UN, countries only sign up for the benefits, not for the responsibilities. And as long as the veto holders can paralyze the UNSC, nothing will change.

The UN needs to reform asap or it will be replaced by BRICS in the long run. The UN charter was formed to end colonialism yet the UNSC gives former colonial powers the tools to block any attempts to do so.

Its the International Court of Justice (ICJ). Its nit the same thing as the UN.

Edit - as the below post has pointed out, its the International Criminal Court, not the ICJ.
