Almost always performance mode, unless it's a game where fps doesn't really matter.

The problem is that 60 fps isn't marketable in still images. For that, quality mode is more effective.
And hell, some people can't even tell the difference between 30fps and 60fps in videos. Especially not when they're not compared side by side. And they're usually not in trailers.
