I think the biggest concern for Sony is that Kadokawa does a lot of business that Sony isn't interested in. A lot of Sony's business is global media and electronics. Even their Japanese financial branch, they've been somewhat moving away from. There were discussions of spinning that off.

Kadokawa publishes books, textbooks; they even have a real estate business, and apparently even run a few schools in Japan.

I also can't imagine regulators distinguishing anime any differently from other forms of television/movies.
