Why did MGS 4 fail to move consoles?

I disagree. Halo 3 gave x360 a nice boost.

 

Sales of the XBox360 increased 50% the week Halo 3 was released.

Sales of the PS3 increased 100% the week MGS4 was released.

Granted, the sales of the PS3 dropped back to pre-MGS4 levels the week after release, while sales of the XBox360 declined much more slowly after Halo 3, but I attribute some of that to the beginning of the holiday season.
