The PSP could connect to a TV, does that make it a home console?

This seems oddly familiar....like 7 years oddly familiar,

On topic, is laptop a hybrid? It can connect to external monitor/TV, it can connect to external power source and its CPU/GPU run at higher clock rates when used as such.
