That's the thing, she is not supposed to be any representation of witches, just as Mario isn't supposed to be a representation of plumbers. She doesn't even have the basic stuff people associate with witches, no big hats, no brooms, no black cats or potions. Mario was seem fixing a pipe in one game. He is more of a plumber representation than Bayonetta is of a witch representation.
