Does NG+ carry over camps? I'm missing one for the platinum. Also, if you continue with NG+ can you use cores you used for HP and Beta energy to continue to level up. I'm hesitant to end my first playthrough

Sadly, camps do not carry over, but all upgrades do. I got the camp trophy by finding one I missed in a desert. The ones in the dungeons are hard to miss. Deserts have some small ones that are easy to miss, and some are on top of buildings or behind a fence.
