North Korea is sending thousands of soldiers to help Vladimir Putin. It shows how far Russia has fallen as a strategic power

This is from the well regarded publication, The Economist. They are probably 2nd to the WSJ wrt to economic and financial journalism if it matters. And they say that Russia has slid back considerably in its ability to project military power.
