Education reform.
Both things should happen if we believe that we should be helping people. It shouldn't be a 1 or the other situation.
If a hurricane strikes an area where they rarely get hurricanes, you have to do a few things. You have to clean up the mess that the previous hurricane caused, and you likely have to start preparing for the next one.
Cleaning up the mess doesn't take away from the fact that there's still an ongoing issue. And building better infrastructure that is more hurricane resistant doesn't do anything about the places struggling with the current mess.
Unfortunately one of these things is easier to do than the other, and is a lot easier to campaign on.
