Most importantly they would cancel the debt and see if there were any positive results from it. If so, they would either mandate lower tuitions or cancel more debt. If only negative results, then they would simply not do it again.

It feels like their proposal was less like the start of a new experiment, and more like the start of a new precedent.  Luckily, it bombed.
