South Korea has vowed to take "phased measures" in response to North Korea sending troops to Russia as part of growing military cooperation. During a National Security Council meeting, South Korea urged North Korea to immediately withdraw its 12,000 deployed troops and warned that this collaboration violates UN resolutions. If North Korea and Russia continue their military ties, South Korea, in collaboration with international allies, is prepared to take further action, potentially sending weapons for defense and attack, a senior presidential official told reporters.

"Russia may "pay" North Korea for its military participation in the war against Ukraine with nuclear weapons technology, said South Korea’s representative to the UN." - Joonkook Hwang. "For deploying its units, North Korea will expect generous compensation from Moscow, which could include financial, military aid, or even nuclear weapons technology." - Hwang stated.
