She’s half right - in that in the event the war is over they’re not going to be welcomed back into the sporting world easily. Take football for instance - it’s quite likely many Uefa members will be reluctant to readmit Russia and their best scenario would be to cut their losses and join the AFC. Or they are barred for a period of time after the end of the war. For instance, after WW2 Germany was barred from competing for the first few years.
