They're certainly not wasteful with sound effects. It has annoyed me for years that most games use the exact same iron gate/door opening sound sample. It sticks out like a sore thumb.
Assets and code get re-used all the time though. Leading to many complaints (PS2 model cars in GT5) and long standing bugs (eg Skyrim). There are probably texture libraries as well, but those have to be redone for HDR.
What is wasteful is spending more on marketing than making the game. But that's what gets people to buy them I guess.
