They spent the past few months defending their stints and doing damage control, and they also know it's not being well received in Japan, so it makes sense that they don't want to do anything for Japan to show off the game.
That said, it's also a bad move, because 1. it shows a lack of faith in their own game, and 2. It tells the Japanese that Ubisoft would rather ignore them to save face.
Ubisoft continues to get worse and worse as time goes on.
Mankind, in its arrogance and self-delusion, must believe they are the mirrors to God in both their image and their power. If something shatters that mirror, then it must be totally destroyed.
