That sounds like a lot of work. Chopping block seems more likely unless whatever ideas they pitch seem workable. But I do think that the easiest thing might be to reuse the assets they have in some way.

Considering how well the IP sells, it makes sense they don't want to abandon it. First Horizon did better than their entire portfolio before it.
When it comes to Guerrilla, it appears there's at least 3 new Horizon titles in development: a mobile MP title (by NetEase?), an MP title of their own (there's alpha footage of this somewhere) and Horizon 3. Then of course there's Lego Horizon and the remaster update (this'll be a paid patch no doubt).
I think what's interesting is that they're trying to hit different segments of the market: the mainline series, the VR spinoff, the MP title, the mobile title and then the Lego game.
But I too wish for them to remaster... no, remake Killzone 2, MP intact. That would be something...

The team was formed to make a live service title and belonged to a different company. Sony took up publishing rights. Considering what has been happening with the original owner, it's speculated that Sony bought the studio to prevent them being closed because of the partnership they had (Sony did help secure office space for them).
There's no indication that the staff can't be reshuffled or can't work on something else. It's far too early to make these assumptions. Even if the team can do that (and I'm sure they can), the issue is whether it's worth the continued financial investment from Sony to do so. Even if the numbers being thrown around are clearly wrong, the project has basically received close to zero revenue.
and FYI, studios who work on other games can be as easily reduced to nothing, this isn't only a live service issue.
