The European Consumer Organization, along with 22 member organizations from 17 countries, has filed a complaint with the authorities who enforce EU consumer protection laws accusing Activision Blizzard, Electronic Arts, Epic Games, Ubisoft, and other major game companies of "purposefully tricking consumers" with in-game currencies that are "used to confuse and disconnect consumers from the real value of their in-game spending."

Probably a big part of the reason was that they had to check first if there's an angle they can play legally, since those companies tend to vet all such decisions through their own legal departments. In other words, they found a loophole through which they could attack those companies.

But they can also act a lot faster when they want, like with loot boxes. It didn't take long before governments stepped in and banned or regulated them.
