They do. The problem is that their current business model consists in creating huge games with insane budgets that need to showcase graphical muscle, with little to no exceptions.
As such, Sony's capacity to create games of all their numerous IPs is quite limited. Not only that, but because their games cost a crap ton of money to make, they tend to just develop what they know works in order to make sure at the very least, they make their money back: God of War, The Last of Us, Gran Turismo, Horizon, Ratchet and Clank and so on.
