Even if none of the shells go to Ukraine it still increases the supply at a time when there is high demand for 155 ml shells and please realize that before this war started, there were few plants making these shells. Supply and demand are the name of the game.  Also, the EU initiative concerned with supplying ukraine with artillery shells was started because Ukraine couldn't buy it's own shells on the market because prices were so high. The increase in supply will keep that from happening to some extent.
