The lore is there, everything is on paper they just need to find a way to make it work and I know it likely won't work from a character creator menu like Skyrim but there are options. Something like Dragon Age/Larian studios games with set characters would be cool, you start in different locations but the stories converge (and hopefully diverge also). Just keep Ciri as the central character the story is woven around and it's roses.

So if anyone ever decides to go the route of CRPG with Witcher, underlying system is already there.

As for current action-RPG that is Witcher, yeah, it becoming actual action-RPG instead of this edge case between action-RPG and action-pseudo-RPG would be really great - there are so many things that do not work in Witcher 3 as open world action-RPG, and why I still prefer Witcher 2 as a way of telling Geralt's story.
