That will never happen in this day and age, well at least not until the water wars/mass migration due to global warming which probably won't be in our lifetime. No matter how divided we are, no one is willing to lose their home, life, or put their family at risk. Sure there are underground militias, but if they tried anything (which they wont) they would be put down very quickly.
