Germany has used up more than the 100 Billion Euro special budget that they allocated to both Ukraine and to rearm themselves, now the legally-binding Schuldenbremse (debt brake) comes into force and stops the government from spending more money. Which means that some of the promised IRIS-T may not be sent to Ukraine as Germany literally can't afford to produce and send them.

Yeah, unfortunately the Donbas front is still pretty bad for Ukraine, Russia continues to progress.

I've seen Germans report on this and apparently it's being reported a bit deceptively.

German aid for the rest of 2024 which was already planned and promised will still be delivered, totalling 8bn euros, the 4bn euros promised for 2025 will still happen as well. Any new aid outside of that is the thing that is being paused for now, I believe? Germany plans on using the frozen Russian assets to try to fund further new aid to Ukraine.
