Though Israel situation is horrible, it takes time to take such decisions. The fact that the (western) world is more and more speaking about sanctions for Israel is progress.
Reacting too fast may give out the wrong signal to people (like some who will use it to propagate antisemitism). Balance is needed when you are managing international events and armed conflicts.
