You are correct in this regard but the games that cater to that field tend to be of lesser quality, often greatly so.  And the availability to look at sexy people for free online is ubiquitous.  

It's not the shame of looking at scantily clad sexy people by itself.  It's the fact they paid upwards to $60 for sub-par gameplay and sub-par sexiness that makes it shameful. 

I mean I wouldn't pay for a bad game just to look at sexy characters, but a game having beautiful people in it doesn't necessarily mean it's bad. 

Plenty of good games have sexy babes in them; Bayonetta 1-3, Stellar Blade, Nier Automata, Witcher 3...

Not the same thing.   Look at the games Leynos referenced.
