I think that Putin wishes that he could act as evil and despotic as Stalin but unfortunately for him the rest of the world won't put up with that kind of thing. If he started killing major figures then putin would only make himself a target until he finally gets killed. 

You have a lot more faith than me, Russia tried to assassinate Rheinmetall CEO and America/Europe haven't done a single thing in response, no removal of restrictions, no increase in lethal aid, barely even a verbal criticism. I have zero faith they'd do anything, even if Putin assassinated every single defence industry CEO.

The one thing that may happen though is these CEO's take it personally and increase investment into Ukraine...
