When we sell arms to another country we don’t issue such constraints on employment. Likewise, when Russian weapons employed by other countries attack the West, Russia is not considered a belligerent. This constraint is only for Ukraine and due to Russia’s nuclear saber-rattling.

What if Russia is launching rockets & artillery from their side of the border. Do we allow that to happen and permit the deaths of U.S. & ally troops? In this scenario, attacks launched from within Russian are militarily relevant targets within the theater of war.

Ukraine should be able to retaliate against and preempt Russian attacks in this border region to properly defend itself. The current policy is harmful to Ukraine’s war efforts and NATO deterrence. We shouldn’t establish norms that handicap our current and long-term interests.
