I won't be surprised if that starts happening. One thing we see when budgets are broken down are developers in California being paid a substantial amount more than other studios around the world, unless you're Blizzard A big part of that though is due to cost of living in California. Everything is just so damn expensive in general, then California is twice that lol. So as a cost cutting measure, I'm sure companies will start relocating studios if not they're entire HQ lol. 

Partly why I think we won't see Obsidian balloon to some juggernaut Fallout studio unless they either co-develop it with Bethesda Austin or they literally kill off everything in exchange for working on Fallout. InXile, Double Fine and The Initiative are also in California...Hot take but at this stage I feel like The Initiative make as well just merge into XGSP and handle Perfect Dark from there.
