I won't be surprised if that starts happening. One thing we see when budgets are broken down are developers in California being paid a substantial amount more than other studios around the world, unless you're Blizzard 
A big part of that though is due to cost of living in California. Everything is just so damn expensive in general, then California is twice that lol. So as a cost cutting measure, I'm sure companies will start relocating studios if not they're entire HQ lol.
