Initial reaction to the Ukraine bill: It's almost exactly the same as the Senate supplemental. 2 notable changes:

1) Economic aid as a forgivable loan at the discretion of the president. 50% forgivable in November, 50% in 2026.

2) Asking for, not requiring, long-range ATACMS
