This was quite an interesting article which speaks of the crazy desperate steps that countries need to take in wartime. This sounds really off the wall lol, but could work. The ceo of Ukraine's biggest electric utility wants to build dozens or hundreds of small plants throughout ukraine, in order to decentralize energy production so that one missle won't be able to cause so much of an interruption to people getting power.
