Yet, for generations, devs are opting for 30fps to push as much of the visual bling as possible in some games - and for some games that's OK, Hellblade being an example of it. Of course, there's barely any game that wouldn't benefit from higher frame rate, but it's not that it was unexpected after generations of devs doing exactly that on consoles.

I think that is why PC is appealing.  I drop resolution before fps.  Even slower games benefit from 60 fps via camera panning.  40 fps at 120 hz is a superb compromise.  

Yeah - IIRC, back in the olden days of CRTs, 40fps was the cut-off point in benchmarks under which the GPU was considered insufficient to run the benchmarked game in tested resolution/settings. Given that it's easy to convert 40fps to 120Hz TV, it would be nice for all new games to have that option.

When I play with KB+mouse, it always used to bother me with anything under 75-80 fps. But, honestly, when I play with gamepad, while 60+ is very nice due to smoother panning and overall fluidity, 30 doesn't bother me as much. After all, something like Zelda was 30fps since transitioned to 3D and nobody complained...much.
