It was doing well and leading the generation, but it didn't really explode until 1997. At the time FF7 was easily the most heavily marketed console game since SMB3.
By Sept 1996 the PS was slightly trailing the Saturn in Japan. The Saturn's problem was a terrible NA launch, a stupid $399 price tag (PS launched for $299) and many of it's best games weren't imported from Japan.
