The logic is simple - if it's Islamists from Russia, then a crackdown in their provinces is needed, this is very destabilizing. If they're American/Ukranian agents, then a crackdown on Ukraine, liberal opposition and social minorities is merited.

In the aftermath, it's clear that the totalitarian Russia isn't capable of providing security for its own disenfranchised citizens. They have gained nothing from being deprived of their basic human rights. Islamists are intentionally overlooked, internal opposition crushed.
