‘We want to see an immediate and sustained ceasefire’ in Gaza: US
US Ambassador to the UN Linda Thomas-Greenfield told the Security Council that despite divisions, “We want to see an immediate and sustained ceasefire that can allow a much more sustained entrance of humanitarian aid.”
“A UN resolution means much less if it cannot be implemented on the ground, that’s why the US, Qatar and Egypt are working around the clock,” she said. “We believe we’re close but we’re not there yet.”
Thomas-Greenfield has said the proposed UN resolution “will move us closer to securing that deal and help us alleviate suffering”.
“I urge all Security Council members to vote yes,” the US ambassador to the UN said. “To vote for a resolution that condemns Hamas for its horrific attacks and sexual violence, that makes clear that all civilians – Israeli and Palestinians – should be able to live without fear of violence, and stresses that a ground offensive in Gaza poses a great threat to civilians.”
Russian envoy says US text ‘effective green light’ for Rafah raid
Vasily Nebenzya says the US draft resolution “contains an effective green light for Israel to mount a military operation in Rafah”. Nebenzya adds that Russia has already stated that it will no longer tolerate “pointless resolutions, which do not contain a call for a ceasefire which lead us to nowhere”.
Security Council does not pass resolution
Russia and China have voted against the US-drafted resolution.
Eleven countries in the 15-member Security Council backed the resolution. Three countries – permanent members Russia and China, as well as rotating member Algeria – voted against. One country – Guyana – abstained.
Algeria takes UNSC floor
Amar Bendjama, Algeria’s ambassador to the UN, said the text was inadequate and failed to address the immense suffering endured by the Palestinians.
“Those who believe that the Israeli occupying power will choose to uphold its international legal obligations are mistaken,” he told the council. “They must abandon this fiction.”
US draft resolution ‘dodges issue of ceasefire’: China
Chinese Ambassador to the UN Zhang Jun has said the Security Council has “dragged its feet” for too long on the issue of an immediate ceasefire in Gaza. The US draft evades and dodges the issue of a ceasefire, remains ambiguous and avoids calling for an immediate ceasefire, he said.
“This [resolution] falls short of the expectations of the international community,” he added. “The US draft on the contrary sets up conditions for a ceasefire, which is no different from giving a green light to continued killings, which is unacceptable.”
Guyana says US resolution lacks proper attribution to Israel
Ambassador Carolyn Rodrigues-Birkett said the proposed text “lacked attribution in a number of key areas”. While it includes condemnation of Hamas, there was no mention of the Israeli authorities.
“To whom is the demand for compliance with obligations under international law [addressed to?] … Who is preventing the use of all available routes to the Gaza Strip? Who does not respect deconfliction and notification mechanisms?” she said.
“We know the answers to these questions … Why then were the relevant demands in this resolution not clearly addressed to the occupying power, not even once?”
France to work on new UN Gaza ceasefire resolution after veto
“Following Russia’s and China’s veto a few minutes ago, we are going to resume work on the basis of the French draft resolution in the Security Council and work with our American, European and Arab partners to reach an agreement,” Macron said at end of a European Union leaders’ summit in Brussels.
France’s foreign ministry said on Thursday it had started drafting a resolution with diplomats, saying they would put a draft forward if the US draft resolution did not pass.
US says Russia, China vetoes ‘outrageous’
Thomas-Greenfield has reacted to Russia’s and China’s vetoes of the US resolution by saying the two countries “refuse to condemn Hamas for burning people alive, for gunning down innocent civilians at a concert and for raping women and girls”.
“This was the worst attack on Jews since the Holocaust, and a permanent member of the Security Council cannot even condemn it,” she said. “I’m sorry, but this is outrageous and is below the dignity of this body.”
Hamas has repeatedly denied allegations its fighters committed acts of sexual violence during the October 7 attacks.

The US stalled for a month before bringing this resolution which they said they would present on Februari 20th.
The attack was also not only on Jews and there is still no evidence of multiple rapes. But it's clear now why the US brought this weakened one side resolution, to feign outrage and distort the facts to blame Russia and China for no ceasefire. That UN link on the previous US veto was already buried on Google under a mass of articles about Russia and China veto'ing this non resolution that basically only calls for ongoing negotiations.
And that part is conveniently left out from Western media reporting.

US draft resolution ‘one-sided’: Palestinian envoy
Riyad Mansour, the Palestinian ambassador to the UN, says the US draft resolution was rejected for “obvious reasons”, calling it “one-sided” and noting that it mentioned Israel only once.
“We reject framing what is happening as a terrorism issue. It is a genocide against the entire population of the Palestinian people in the Gaza Strip,” he told reporters, expressing support for another draft resolution put forward by elected members of the Security Council that is expected to be voted on soon.
“The essence of it is calling for an immediate ceasefire during the month of Ramadan, which we support because we want to save the lives of the Palestinian people in the Gaza Strip and we want to have massive humanitarian assistance to the level of the needs of our people,” Mansour said.
“We are against the forced transfer inside Gaza and outside Gaza, and we reject totally any attempts to storm and attack the Rafah area, including the city of Rafah."
What to know about resolution drafted by UNSC elected members
As we previously reported, a separate resolution drafted by the 10 elected members of the Security Council under Mozambique’s coordination could be brought forward for a vote as soon as Friday afternoon.
This draft text demands an immediate humanitarian ceasefire for the Muslim holy month of Ramadan that began last week to be “respected by all parties leading to a permanent sustainable ceasefire”.
It also demands “the immediate and unconditional release of all hostages ” and emphasises the urgent need to protect civilians and deliver humanitarian aid throughout the Gaza Strip.
‘More direct, to the point’ UNSC resolution vote on Saturday
The UN Security Council will vote on a new draft Gaza ceasefire resolution put forward by elected members on Saturday at 10am New York time (14:00 GMT), Al Jazeera confirms. “It’s about 10 sentences or so, it’s a more direct and to the point resolution,” reports correspondent Gabriel Elizondo, holding the document in his hand.
“The key part is the wording. It ‘demands an immediate ceasefire’ for the month of Ramadan. It leaves nothing to the imagination, nothing to interpret. It’s very clear. “By all accounts, this draft resolution has widespread support among the Security Council. The big question is will the United States find it acceptable?” said Elizondo.
