I do believe it's just laziness on their part. The same with the storage solution and the same with the Friend Codes. They took a lazy attempt at implementing online gaming and features and it shows. Still, how does having voice chat in Pokemon show Nintendo has a valid fear of voice chat. That should have been the last game to get it, not the first. It has a huge audience of young children, much more so I believe than Brawl or Mario Kart.
