It's actually less about making than you think.

Macron is a very strong proponent of an European Army, and a self-sufficient one at that, meaning without the need of any external suppliers. Forcing the EU to buy European would also force those companies to finally wake up from their slumber and get back in shape. Of course making money is also in his interests, but the main target of this is the European Arms industry and getting them to the point of total independence of American support, with the other target being to create an European Army, something which he reiterated just a couple days ago.

Can do both, Ukraine doesn't have the time to wait for Europe, France and other European countries need to be buying externally AND ramping up their own productions at the same time, the only risk to doing both is wasting some money, the risk to focusing so hard on one is dead Ukrainians, which we're seeing right now, Ukraine has an ammunition shortage.
