Persona 3 reload is on gamepass, granblue no. This must also have an impact on what you see on steam.

+Grandblue is already a success just by looking at pc sales. I don't know how much it will sell on PS4/PS5 but I'm sure that overall the creators will be satisfied with the global sell.
